An important City of Richmond Special Public Hearing about the termination of Land Use Contracts is taking place this Tuesday, November 24th, at 7 pm at the Executive Airport Plaza Hotel and the Richmond Community Coalition Association (RCCA) is encouraging residents to attend.

Housing and land issues are a major challenge for our community and the RCCA believes that the changes to Land Use Contracts by the City is a discussion that should involve everyone.

There are 139 separate Land Use Contracts (LUCs) in Richmond affecting over 5,500 properties. These include residential (single-family and multi-family), commercial, institutional and industrial properties. Of the 139, there are 93 separate LUCs that affect over 4,000 single-family properties. (City of Richmond)

The Province of BC has adopted legislation to terminate LUCs by end of June 2024. The legislation allows municipalities to initiate early termination of LUCs and City Hall has begun the process of establishing new zoning designations in their place.

LUCs are agreements between a land owner and a local government about the use and development of land. These agreements, most of which were made in the 1970s, supersede subsequent land use bylaws. 

Property values may decrease once an LUC is terminated. There is no compensation for a change in property value created by the termination of the LUC and any use restrictions that may result from the change.
